The surprise from the suitcase

My suitcase went missing on a flight and today it was finally supposed to be returned to me. When the guy arrives with my suitcase, I should of course first check whether it really is mine. When I open it, I'm in for quite a surprise. But someone has to be punished for my suitcase being gone in the first place, so the person who brought it has to be punished. But somehow it doesn't seem to have been a punishment, something must have gone wrong.
